Planning & Development Council

Meeting Agendas

When: The Planning and Development Council typically meet at 5:15 p.m on the third Wednesday of the month. Additional meetings may be scheduled if needed on the first Wednesday of the following meeting. Click here to see the full 2023 Meeting Schedule.

Where: Meetings are held in Conference Room 1, Office of Planning and Development Services, 5500 S 5th Ave, Pocatello, Idaho 83204 (Meeting location subject to change). Get directions.

Public hearing and business items need to be received by the Office of Planning and Development Services on or before the due date, which can be found here.

The Council conducts two types of hearings, “Legislative”, matters of general concern that affect the entire County and/or “Quasi-Judicial” which they make a decision on requests that are specific to a parcel of land. For “Quasi-Judicial” matters, there shall be no contact or discussion between the public and Council Members pertaining to specific land use requests that are scheduled or may be in conceptual planning.

How to Appeal

Within 30 days after filing an appeal, the applicant will meet with the Board of County Commissioners for consideration. The hearing will be on the record and open to the public, however, comments will not be received from the audience. The Board will consider findings, reports, minutes, comments, and recommendations forwarded to them by the Planning and Development Council to make their decision. Any applicant or other affected person may request a reconsideration of the Board of County Commissioners’ decision.

About the Council

The Planning and Development Council are volunteers who are appointed to advise the Board of County Commissioners on matters such as:

• coordinating plans for physical development
• formation of zoning districts
• recommendations concerning roads, highways, and walkways
• recommendations concerning population density and development of land
• recommendations concerning future growth, development, and beautification of the County
• and more.

Council Members

The Planning & Development Council members are volunteers that are appointed by the County Commissioners.  Per Bannock County Ordinance, Council members shall have resided in the County for at least two years prior to their appointment and must remain a resident of the County during their term. Not more than one-third (1/3) of the members of the Council may reside within an incorporated city of one thousand five hundred (1,500) or more and at least one-half (1/2) of the members of the Council shall reside outside the boundaries of any city’s area of impact.
